Why does the step parents income count when calculating child support?

The step parent doesn't have any children so why does his income count towards child support when the non-custodial parent isn't paying that much or none anyway. If I draw K-Tap then I have to work to pay this back and I'm not home when my children come home from school. Not only am I paying it back but if the parent has a conscience then he is paying it back, too
