My friend always jokes about having a small ...?

Whenever anyone asks him "how big?" he will gesture a impossibly small size or say about and then anything between 1-3 inches. I know he's joking but I was wondering what people think this means? Is he tiny(double bluff maybe)? Small? Average? Or above average?
