Is it fair to blame countries for atrocities bestown in the world or just question the actions of MEN?

for some reason men dont think peace is power, its gods power, but men are not powerfull or knowledgable to resolve thinks without jumping on the gun. Worldly power is like that, if one nation jumps on the gun they all do, we have not progressed since the begining of time.
